The Outline
The Cyprus Government embarked on a comprehensive revision of its Information Systems Strategy to refine its digital transformation objectives up to 2020. This initiative aimed to enhance productivity and growth while aligning with EU policies, including the eGovernment Action Plan 2011-2015 and the Digital Agenda for Europe. The project encompassed strategic planning, application system prioritization, security policy development, and interoperability framework design.
Focus
The project was structured around four major deliverables:
- eGovernment Strategy Development – This included an updated Information Systems Strategy, identification and prioritization of key application systems for government ministries, and formulation of action plans with associated budgets and resource allocations.
- Procedural and Standards Enhancement – Revision of existing procedures and standards to streamline implementation processes for the Information Systems Strategy.
- Government Security Policy – Development of a comprehensive security policy, incorporating emerging technologies such as cloud computing and virtualization to safeguard digital government operations.
- National eGovernment Interoperability Framework – Design of a framework to ensure seamless integration with the European Interoperability Framework (EIF) and European Interoperability Strategy (EIS), addressing accessibility, multilingualism, security, privacy, and the use of open standards.
Strategic Direction
The project adopted a forward-looking approach, ensuring that the Cyprus Government’s digital infrastructure would be resilient, efficient, and adaptable to technological advancements. A detailed governance model was proposed for monitoring and managing the implementation of the revised strategy, emphasizing cross-departmental collaboration and adherence to EU directives.

Outcome
